I'll be honest with you, there's really not much to gain by removing it except for appearance and a slight weight loss. I have mine off but if I had to pass emmissions I wouldn't even bother with it most likely until I put my ls6 intake on. There's just really not much to gain there for the headache of removing it and putting it back on. It does clean up the engine bay having the egr off there but that's about it. To answer your question, yes, you can remove it and put it back on. You will not pass emmissions with them removed from the car unless you get someone that's clueless. You will also throw codes that will need to be turned off or you'll have the SES light on all the time.

it depends on what kind of emissions testing you have. In CT, they only scan the computer for codes. i'll be taking off my emissions bs and have the codes deleted and i'll be fine. just make sure you can pass emissions if you take it off.

Yeah I deleted my egr/air crap this week. Really cleaned up the engine bay and dropped probably around 20lbs. Here in MD all they check is the diagnostic port and the gas cap so I don't have to worry about the sniffer or popping my hood and some jackass snooping around.
