Take the belt off, Try to rock the balancer back and forth and up and down and see if there is any play in it. The bolt may feel tight but the balancer may have walked forward putting pressure on the bolt which makes it seem like its "tight".
can you take a pic of the balancer, "the back side of it" to see if its fully seated or pressed on all the way? Is the pully a stocker?

its my father in laws car, im just trying to save hime some stealershit $$$ so im not near the car... good idea with the belt thing tho! i guess an impact would be able to tighten the bolt while the belt is on? but yeah by using a ratchet and holding the belt with gloves, you can only get so much tq before the belt slips in your hands, and the nut didnt turn, couldent find anywhere to shove a screw driver to jam the system, this is a 99 ta btw, im wondering how long he has been driving like that?, if the balancer is screwed how much for a new one and how hard to replace? need a puller?

the balance is not hard to replace really. just time consuming.
the impact will tighten it some but you need to put a new bolt in if it has been removed before.

From my xp you have to get that bolt red hot then use an impact just to get it off... I don't think that it has come loose (red loctite)... The stock dampners are cheap as hell and probably aren't perfectly straight. Mine is a little off also, but it won't hurt anything relating the integrity of the motor. As for the idler pulley noise, that may be caused by the dampner if its excessive movement is making the belt jump. Quite possibly a worn out spring on the tensioner though. Just take a closer look and take everyones ideas into consideration.

Just like KY said, if you pull the bolt you will need to replace it, after torqueing the new bolt you have to stretch it 140 degress if i remember correctly.
I guess it just depends on how much wobble your talking about.
The crank should be recessed in the balancer between 2.40 - 4.48 mm (0.094 - 0.176 inch).
