Terrible steering wheel horn?

When I switched out my 99 camaro steering wheel for one with radio controls i noticed the horn contacts were real tough to use. I think the steering wheel is from an 02 Camaro, can't remember.

Any way, what gives? I have to mash the upper corners of the air bag pretty far before I hit the horn contacts. Am I missing a part? There is like a good inch of empty space. Some one cuts me off in traffic and i'm beating on that sucker for the horn. In my 99 there was a plastic rectangle that was spring loaded, very easy horn controls.

can you use the spacer in the new wheel?

hmm, haven't tried. The old space is kind of big and has the contact in it. Plus, I only have one for some reason. I was going to look at it this weekend to see what gives. I've looked at it before but not with any attention to details. It only bugs me now cuz i had some nut case try to run me off the road, and i was at a loss with my horn.

I think i may need to fab something unless some one can tell me if i'm missing a part.
