Side marker lights dont work. Why?

I dont know much about electrical stuff and I just changed all my turn signal bulbs in hopes of passing my inspection. My side marker lights do not work. Both front blinkers work fine but not the little side markers. Wiring looks fine too. What should I check?

Also the rear blinkers work fine as well. But the front and rear side marker lights are all dead with new bulbs.

Well I thought the side markers were supposed to blink for some reason. They work with headlights on

Side markers should come on when you activate either the parking lights or headlights, as far as I can recall. The DRL's activate when you start the car.
