EGR Crankcase fumes
Only bad when my heater/blower on. Replaced my PCV valve 6 months ago, and from seeing the deterioration of that section, I am wondering if there is a similar connection somewhere behind the firewall for the tube that is between firewall and PCV..
Really bugging me..

I'm kinda lost on what you're asking here. You're smelling exhaust or something in the car? The EGR goes from your exhaust manifold into the intake manifold. The pcv system is completely different. It has a hose coming from each valve cover through the pcv and into the intake. Are you smelling exhaust or burnt oil?

Burnt oil.
Not noticible at highway speeds, fan on or off.
Noticible city driving...fan on or off.

sounds like you have either a valve cover gasket leaking or rear main. Have you looked under there to see if oil is getting on the manifolds somewhere? A rear main will drip at the back of the motor. Check the back edge of the passenger side valve cover also.
