Your car may have *slightly* less torque at lower RPM, and *slightly* more top end HP, with the cut-out open. Only way to prove or disprove this is by going to a dyno, regardless of anyone's opinion.
My guess is that you are a bit scared of all the beautiful sound with the cutout open, so therefore you are a bit more timid with the go-pedal that way.

most likely it's psychosomatic... the change in HP or TQ would be so minor that you really wouldn't be able to feel the difference... what other mods do you have done???

my ss felt like it had less torque with it open but most of it is psychological because i would always think the motor is working harder just because its louder when its not

When I had the TA dyno'd it only made +1 whp and even on tq . I dont have the sheet but the whp was 378 and I think 373 wtq with mods in sig. Of course my mpg is worse with the cut-out open since I enjoy the eargasms it gives me

^^^and here's some more proof that for 4th gen F-bodies, the Flowmaster muffler is more restrictive than just about any other cat-back. On other cars, the results are different, of course!

Magnaflows are always well received here for their sound as well as the flow.

With my long-tubes and Off Road Y feeding stock muffler, I lose ~15 HP by closing the cutout on the Dyno tester.

i have long tube Headers, ORY Pipe, cutout with a Flowmaster Super 10. and im untuned and my firend said that the only reason you can feel more power with the cutout closed, cause im not tune so the car is reading that i still have cat's and no cutout.

Not sure what everyone means by "feels better" and then there are discussions about wether the cat's or lack of are affecting the driveability or state of tune (HP), It's worth stating that that at WOT there are is no learned trims or sensor feedback (except of course knock retards) that affect HP. At WOT the computer doesn't care (or know) if there are cat's or if the pipes are open. Gotta admit though, that running with the pipe open is a wonderful niose and great feeling.
