Can someone explain to me
What this is exactly, obviously an o2 but what does it do?

It's a upgraded o2 sensor for your car.Wideband o2's measure and dial in A/F ratio more precise than the standard o2's do.They actually tell the PCM how much lean or rich the A/F ratio is,as opposed to regular o2's that just signal lean or rich.

o sorry i didnt know we couldnt, maybe if i did some reading id know, lol. Im just trying to have a nice clean, fast street car, dont really care much about the strip. I was just curious if they would be worth buying over the regular o2s. And yes i need a tune.

they're a tuning tool more than anything else. If you plan on heads/cam or something like that I would recommend running one just so you always know what your AFR is. Is it required to have one? Not really unless you plan on doing your own tuning.
A wideband is just much more accurate at giving you AFR data over a larger range than a narrowband. A narrowband is meant to work right around stoich and operates on 0-1v where as a wideband operates on 0-5v.
