You need to use an easy out.
You drill the bolt out with a bit that is smaller then a bolt making a cavity. The easy out gets hammered into the hole and as you turn the easy out it will dig into the bolt and draw it out.
If that doesn't work then you'll have to use a tim-sert repair kit. That requires drilling out the bolt. Enlarging the whole to the correct size. Tapping the new hole and inserting the time-sert to replace the threads.

Me too. get a good 1/2 inch into the bolt. Start with a small bit and work up to the larger size. Do not use a high speed on your drill, use a slower setting with torque. spray some PB Blaster on the bolt and let it sit for a few minutes. Work slow and it should come out. Good luck.

Easy out drill bits are reverse (counter clockwise) rotating anyway so hopefully, unless it's cross threaded in there, just the process of drilling could even get the broken bolt to back out. It's only 22ftlbs and that's all on the rocker. Should be an easy job. How did it break? Fatigued during operation or when trying to remove?
I like work. It fascinates me. I can sit and look at it for hours.
