Stock thermostat? Kinda sounds like a 160* stat. Mine sits at about 1/4 up as well. Is there a manual fan switch installed? Sometimes when people go with a lower thermostat, they'll add a manual switch inside the vehicle.

Yep you'll probably have to replace the t-stat to get some heat. inspect the cooling fan and coolant temp sensor wiring for damage or tampering.
The cold hard start is something unrelated probably. Could be low fuel pressure maybe, among other things.

We'll need some background on the car. I assume it is modded, did the previous owner tell what was done? What modifications are on there now?
The fact that it running cool and the fans come on makes me think it was tuned, that may also be why it is hard to start.

don't waste your money on an HPP III. they are a joke. i know this from personal experience.
you would be much better off getting a real tune from a performance shop that specializes in f-bodies/LsX based powertrains...
btw, welcome to the site!!!

I'm hoping to be able to set my speedometer right someone changed the gears and wheel size so I need to correct that and also hoping to be able to set the temp setting back to normal can't get any heat when cold here in St Louis, will the hypertech work for that?

you can get all that corrected/addressed with a tune as well.
when i installed my HPP III tune on my stock 2000 SS, there was only a difference of 5rwhp/5rwtq between the HPP III tune and the stock tune from the factory. all it ended up doing was leaning out my A/F at high RPM so much they cut the dyno pull. after putting the stock tune back on, it was fine.
regardless of the course you choose, just letting you know what i (and others) have experienced using the HPP III hand held tuner. a tune is worth every penny as it allows some many perameters to be adjusted, over a more limited/general HPP III tune.
