Whats it do? Will it turn over at all?
Couple things it could be is a bad solenoid or possibly something with the VATS. The little resistor in the key can go bad and won't start it. Try bypassing it.
You could also try and start it with a remote starter. All you do is clip it on the starter, ground and battery and it'll start right up, or should...

I told him the same thing, a remote starter. It won't crank period. Everything listed above has been checked or replaced because it couldn;t be checked. Wiring and electrical stuff are my downfall, he says he's got full power to the dash and fuse box when the key's in the on position. He also has two Keys and neither would crank it over.

When you turn the key to run, do you have 12V going to the S terminal at the starter, as well as 12V going to the B+ terminal?? If yes, its the starter. If no, you need to trace it back to the ignition circuit. A wiring diagram of the starter circuit would prove very useful to diagnose an issue like that.
