You would probably get more results in the racing section.

B2300 (Fluffy) Retired- Plain-Jane Dodge Truck
In general, cars that are considered to be "Pro Street" typically are "over the top" in the way of modifications, looks, etc. They are "street legal", though many are barely streetable, and certainly not practical for daily driving. Most have narrowed rears, huge rear tires, big roots blowers or otherwise wildly modified engines, custom interiors, custom paint, etc, etc. I did a quick search and didn't turn up any 4th Gen Pro Street Camaros to show as an example, though I'm sure they are plenty of pics out there. However, here are some examples of other "Pro Street" cars...
Concerning your buddies car in particular....I'd call it a clean, very quick street car. I would say it is much like my N/A 99 Cobra, in that it ran very similar ETs (7.26 @ 94 on DRs and with a stick), is legal for that ET (ie...rollbar, scattershield, harness, etc), but was still quite streetable, and not something I would ever consider calling "Pro Street". Like your friends car, its a clean, quick street car.
That said....hey....its a free country, so it can be called whatever you or anyone else likes!
FYI....Neither NHRA nor IHRA have a "Pro Street" class. The NMCA has a class they call Pro Street, but the record is 6.22 in the 1/4 mile, which is much, much faster than anything we're talking about here. Those are VERY serious race cars that make absolutely no accomodations for the street.

NP. Am sure you're looking for LS1 cars, but I'll put mine here anyway...
Curiously enough, that pic was the launch from my best run - which was a 7.26 1/8th mile, like your buddies car.

You could be thinking (NHRA) of 'Super Street' S/ST which is a pretty flexible class (any engine, blower, minimum weight etc) and runs on a 10:90 standard
(6:95 for 1/8 mile tracks). Other classes sometimes available include 'Super Pro' 'Pro' and 'Sportsman'. All could probably be street driven, but the really serious guys tend to shy away from 'using up' their usually expensive rides on the street. Most of these classes tend to not pay any money so you have to move up to 'Super Gas' S/G which runs on a 9:90 standard (6:30 on 1/8 mile tracks) to get into the money classes. All the above refers to NHRA classes, other sanctioning bodies have different classes and rules.Michael
