Is it safe to run adapters on the front axle?

Yes, just as safe as running them on the rear.

On an LS1 F-body, what is the biggest spacer you can run on the front without having to get longer studs? 1/8", 1/4"??

No, longer studs are not needed with this type of spacer.

that other dude was asking about spacer plates probably and from what I hear longer studs are a must when using them?
