Flexible bumper filler type material is a good option. Remove all the red paint first buy grinding it out.
Check your local auto parts store that sells product to body shops for a flexible filler. (Not the local Advanced or O'Reilly's. Something more advanced such as NAPA or possibly Carquest.)
Also try the search function, there may be a ton of other comments out there already.

Typical 'Bondo' is not that good of an item to use on something as flexible as the covers.
If you twist them ever so slightly during installation, you have a good chance of cracking the seams or the bondo itself.
Bondo does make a product called DynaLite that has some flexibility to it.
Their UltraLite plastic filler may work also.
I currently use an Evercoat product called 'Finishing Epoxy'. Works great, but ya need to use the cleaner & the prep spray to really help the adhesion.
NAPA Flexible Bumper Filler #BK.765-1540
Evercoat cleaner 100881, Adhesion promoter 100883, Epoxy 100888
Dynalite/Ultralite: http://www.bondo-online.com/catalog_....asp?parNbr=26
Now, if ya need any more answers, ..., well hell I'll just make'em for ya!
