Dental floss or fishing line will help peel them back if need be. 3M adhesive remove or Goo Gone for the residue remover.

WD-40, then wash the area and apply a layer of wax...

Could also use very light brake cleaner and then wash paint, but have to be careful

If it's on metal, a hair dryer or heat gun will be good, don't use heat if it's on a plastic panel as it may warp the surface if not careful...
3M Adhesive Remover or Goo Gone will work to remove the remaining residue, you may want to follow up with some polish or cleaner to restore the finish...

DO NOT what ever you do use Brake cleaner. What I use is a heat gun (hair dryer will work) and DX330. Don't get the paint to hot. You can find DX330 at a paint supply store. It is a wax a grease remover. Just pick at it with your finger nail once you get the sticker warm and it will start to come off. Then if any adhesive is left over you can use the DX330 to remove it.

I use a heat gun to get the decals off and then Rain-x will get the sticky stuff off.

Peel it off by warming it up with a hair drier then if you have adhesive on there use lighter fluid. Lighter fluid can be found at hardware store, its the same thing you use for Zippo Lighters. I use that all the time here at work. It will remove all residue and will not harm your paint at all.
