Windshield Wipers move upon start up occasionally

ok so randomly and it is verrrry hit or miss like 1 or 2 times a month, when i start my 98 camaro z28, well when i turn the key for the fuel pump to prime the wipers move they dont swipe they just come off the seats as if they are about to move then just return to rest position just wondering if anyone else has had this issue. it doesnt affect anything else, its just odd

that is odd.....just a guess but my first guess would be the stalk or something going on in the column.

i do have the famous crappy signal cam to where left turns i have to manually up-click to turn off my left signal but it seems itd be a wiring issue and the cam for the signal lever is mechanical so idk ill have to vid every startup to try n get it lol its really weird
