More than likely what Wesman said.
Is your radio stock? aftermarket? Are you running any amplifiers?
If aftermarket with amps, are you running your power cable down the same side of the car as your RCA jacks? That could be picking up noise also.

Check your grounds. Also what 35th said. Another thing is make sure you didnt pinch or put a screw through an rca when replacing panels if everything else checks out.

Sounds like you need some shielded RCA's, or you have a ground wire run next to your RCA wire.

Could even be not enough of a ground. Is your ground out from the amp the same gauge as your power (12v) in? If not good idea to get them matched up. Sometimes mismatched wiring to the amp and so forth can cause this. Too much return resistance if the ground is smaller than the hot.. Also what Wes said is always a good idea on an after market HU unless it has a noise supressor built in.. Good of gold RCA's are a must as well..

it did it when i bought the car, it had a 300w amp running pioneer speakers, diff head unit, and 10 disc cd changer. i also hooked up a 700w amp and 12" sub, still does it but didnt make it any better or worse. it has to start at the alternator b/c it changes pitch when i rev the car.

It could also be cheap ass RCAs too. Try to make sure that none of your wiring is next to any wiring for your car, it's hard to do. I had the same problem when I first put a system in my car.
