SIR
If I disconnect the battery for an hour and leave it disconnected will the SIR (airbags) be completely dead.

No they will work perfectly fine once the battery is hooked back up.

I think what he means is will the charge stored in the airbags dissipate.
Yes, shops usually wait about 30 mins. When dealing with airbags after I disconnect the battery I also will do the wire harness.
