Issues with headlights

So I'm having a weird issue with my headlights. One of them won't always flip up and then once I get it flipped up it wont go back down. The thing is the headlight motor is practically brand new. I'm thinking some kind of electrical problem? I've had enough with these damn pop ups, I want to switch to those non pop up projector ones even though they cost like $1000. any ideas?

is the gear new also? From my understanding GM used a chep plastic gear which can be swapped out for a brass gear. I never had the issue with my TA so I dont have first hand knowledge...

Just get the brass gears and save a ton of money....at leat that's my next move.
