What exactly doesn't work? Blower? Blows cold air? Doesn't change positions between defrost, vent and floor?

First thing to check -- do your heater hoses get hot? They are on the passenger side of the engine compartment and should be too hot to touch when the engine is up to temp.

F-body has a mechanical blend door actuator correct? My 96 mark VIII had a electric blend door actuator that broke and wouldn't allow the system to change from cool air to hot air, heater core was ok.

Maybe the vacuum source line at the back of the manifold?

yes the actual temp door is mechanically driven by a cable right off the knob. So no worries with vacuum.
I'm guessing t-stat or clogged heater core.
