okay i have a 98 t/a (that 98 formy has the same fogs they're just in a different place so that doesnt matter it all works the same)

when you turn the knob from off(turned to the left) to parking lights(straight up and down) the headlights should not come up, and you should be able to switch the fogs on and off,

if you switch the knob from headlights on(turned to the right) to parking lights only(up and down) the headlights will stay up but just be turned off unitl you turn the knob all the way to the left again(off)

i have heard of your situation happening before its a faulty wiring issue, sometimes when people hit thier lock button on the keyfob, the headlights will go up and down also, there is a fix to yourproblem on here i just forgot where

ALL fourth gens birds from 93-02 are like this by the way... there is no difference between v6/formula/trans am as far as the light switches go, the only exception are some v6/formula birds from 93-97 that didnt come with fog lights...
