Cats + o2 sensors
i am moving to a state where there are emissions req. i have true dual flowmasters with an off road X pipe, is it that all i need to do is get some hig flow cats welded in place? will putting some on make my car sound wayyyy quieter?

Totally depends on the state I would say. Will they use a sniffer? Do a visual check? Best thing I would say is to either call the DMV and see what they require or go to a private guy.
EDIT: Is your car throwing a code b/c of not having o2's or did you have that deleted? If its not throwing a code, I don't think you have to worry about that aspect.

it says service engine soon and the previous owner has a peice of tape over that part of the dash lmfao, as far as i know they do a sniffer test too

Hahah, a piece of tape...classic. I am basing my post off of NJ inspections, since we have a somewhat stricter inspection (though not nearly as bad as Cali). If you throw a code, I don't think you can pass. With high flow cats, I think you will pass the sniffer (I'm thinking what's the point of high flow cats if they don't do their job?). As far as the sounds goes, no idea how that works. Who knows, maybe you can go to some private guy that charges and get past without having to throw that stuff on your car.

here is what i found on GA's emissions site www.cleanairforce.com
All 1996 and newer vehicles will receive a two-part inspection.
An OBD test to check your vehicle’s emission control performance history.
A fuel cap inspection to check for adequate seal.

Ahhh, they don't scan the computer in Jersey, so I don't know about that. By a private guy I mean a shop that are licensed to inspect your car. Say your mechanic is licensed to inspect, you can go to him. He'll charge you, but most of the time they are more lenient then the state. Try posting in the regional section and see if the same rules apply in Georgia.

if i do just get the cats welded in and shit, will high flow cats make my car SOUND the same as it does now or quiet it down a lot, like will it sound pretty muich the same
i have true dual flowmasters with an OR x pipe

Ga. does not do a sniffer test they just scan your computer to check, Have you thought about some 02sims? I live in Ga. and don't have a problem passing with no cats
