How to get the most power gains
I have a 1999 Camaro Z28 with an SLP lid, blackwing filter, and smooth bellow. I also have a Borla catback exhaust, and that's it, but I recently bought a Trinity t1000 tuner and haven't used it yet. I wanted to know how I could get the most HP gains possible with the least amount of money, I want to get 400 HP to the rear wheels, and thanks in advance.

Navy Blue Metallic- 98 T/A w/ mods, 00 FBVert
With a LS6 intake, Long Tube Headers & a 228 cam will get you there without needing to go with aftermarket heads. If you can find a set of 243's used ($400-500) That will get you there very easy.
A4 or M6?
If A4 getting a stall convertor will wake it up as well.
Be smart about doing budget builds.
The choices are cheap, quick, reliable; you get only 2 of the 3 choices.

^^ This. Headers, bumpstick and fortify the valvetrain a bit.
Or like 0rion recommended, nitrous. It will get you there for less $$ but you'll be on the edge with a 100 shot.
