How can i tell if the amp is working? Output is poor.

I'd suspect that the speakers are probably blown or just worn out if they're the original ones. They weren't that great new and they'd be 15 years old now.

As far as the amp, if it's still providing power to the speakers, I'd think it's ok.

You would be better off adding an aftermarket amp and speakers. You will get much better sound than the stock ever was. Even one of the new small profile amps can be added fairly easily.
