If you E-File using Turbotax, is it required to mail a printed copy as well?

No but make sure you keep a copy for yourself.

Kinda....you have to validate that it's you doing your taxes by either putting in the amount of you last years taxes or you have to print out a form and sign it....then mail it in.

This is correct. In the Turbo Tax app it will ask you for your adjusted gross income from last year to validate this year's return. Otherwise, you will still have to print and sign a copy for the IRS. However, sending in a printed copy will not delay your return.
