Stealing TRASH illegal.
I get the secondary complaint that they sometimes steal real property, but making it illegal to dig through trash sounds ridiculous.

I had bags and boxes of donations out for the Vietnam Vets to pick up and I go outside and there is this Mexican woman going through the boxes and bags just taking what she wanted. Mind you, this was all in my driveway up against my garage door. Not out in the street

If police can search through your garbage without a warrant, because it's deemed discarded and no longer your property or whatever, then I wonder about the legitimacy of this law. Someone will challenge it on these grounds I bet, or the reverse, when a cop goes through someone's garbage the person will use this as a defense...
The law was enacted in response to complaints from residents who say trash scavengers sometimes also steal bikes and other property.

yup... many people will get these credit card offers and just toss them out with out ripping/shredding them... takes just one person to fill the shit out and camp your mail box... then they have a nice new CC to go shopping with and then all of a sudden you get a bill out of no where...

The thing that really pissed me off was that she had opened the bags and boxes, that had everything washed and neatly packed and folded (as far as the clothes dontations went) and rummaged thorough them and just went to the next one leaving crap everywhere.
Then pretended she couldn't speak English when I told her she could not take anything and to get off my property. I hate when people do that...
