Can someone explain the point of this thing to me? Its a prepaid debit card? Basically a debit card for illegals?

I see commercials for it on TV apparently Russell Simmons started it? Why anyone would need a prepaid debit card is beyond me. Thats what they have checking accounts for. The only thing I can think of is so illegals can buy them in bodegas. Illegals carrying plastic now.
