Phil Anelmo. Disregard the issues associated with him when I make this suggestion though. This is solely on voice. To the OP good observation, as I think the new album kicks ass and James's voice is what sounds like shit on the new album.

If he's gone, there is no Metallica.
They would have to change the name.
He writes the songs and all that. You can't just replace him like say VanHalen did with David Lee Roth.

dave mustaine is an obvious choice since he was the original lead guitarist in metallica.
dave does more justice in his own band megadeth.
however if dave went back to metallica, dave, lars and rob could bank well, it would be less people on the payroll.
dave would sing and play lead guitar, both james and kirk are no longer needed.

they proved that metal could have groove and feeling, and didnt always have to be about being played fast to be heavy.
Pantera's music is timeless, in the sense that it will never sound dated. Pantera still sounds like current metal.
the band Throwdown, their new cd Venom and Tears, is the closest thing we will ever get to hearing new pantera.
