Picture editing
Anyone know of a good free program for editing photos too HDR effect ?

I don't know what HDR is but I use MSPaint for everything.

not sure what that effect is but it does lots of stuff

Don't do HDR without actually getting 3 or more exposures.
But PhotoMatix has a free trial.

Does Adobe Illustrator CS3 do this kinda stuff? I just got this program a few weeks ago and have barely messed with it.

Look up GIMP has allot of the Photoshop tools, but it's not...
Also, HDR is combining 3 or more different exposures together. Combining all the different details and lighting effects together, witch in turn gives your more detail and the strange look, witch looks cool sometimes.

High Dynamic Range
Combines 3 or more exposures of the exact same photo to create more detail. All shadows and all highlights are shown in most cases.
This is an HDR....because I would have never been able to get the car to show completely along with the sunset coloring without using HDR.

Are you looking to simulate HDR or actually combine 3 pictures? You can get a pretty good sim of HDR through Adobe Lightroom if you tweak the settings right. Photoshop CS3, Photomatix and a load of other programs can actually do it but you have to know what you're doing with your camera to get it to turn out right.
