Watch the news.
Another bank misusing bailout funds.
This time it was Northern Trust who were awarded $1.6B.
They recently held parties in the Ritz, gave out loads of gift certificates, and held a concert in a private hangar at an airport.

I was just completing the saying, "it works in theory (.../on paper) but not in practice/when implemented" or however it goes.
