Correct. It's a Voice Over IP device, reliant on your pc and your internet connection. And thus your electricity too, since it's not powered via the phone line like a traditional landline...
I have 1 friend and 1 coworker that have it. Sometimes when I call the coworker he can't hear me, but if he calls me he can hear me fine. We haven't figured out where the issue is with that.
But both he and the friend use it regularly and have no complaints. Still not firsthand knowledge for you, I know...

20 bucks a year? I bet that's some top of the line service right there..

I have the Magic Jack but no longer use it.
The call quality was always hit or miss, with calls sometimes dropping so much data that it was impossible to understand what the other person was saying.
The FREE gmail phone is much clearer and works better.
The only advantage to the Magic Jack is that you get a phone number that people can call you at.

Unfortunately, this is not limited to Magic Jack. All VoIP services suffer from this as the audio is compressed, sometimes more, sometimes less depending on bandwidth constraints and availability. It's also susceptible to network lag and traffic. I deal with this on my work phone too, it's an IP phone. And I work for a company that makes office telephony and networking hardware, and still have these issues...
That's the strength of the analog landline. Uncompressed, [mostly] direct connection. But the phone industry is moving steadily to VoIP. Cheaper, less dedicated infrastructure to build or maintain. This will happen more in the short and medium term until the technology matures a bit more.
