easily. Im surprised they dont have a faster time slip then that. that car if it hooks should do mid to low 11's with that stuff. a kid I used to know back in the day bout 5 yrs ago had an 02 ws6 that was running 11.8s with headers and other bolt ons powershifting it with a really good driver. the car had various basic bolt ons and i think a maf translator. A lot less then the car you describe does put it that way. Nothing even close to a cam, stock ls1 heads. i do think he had a factory freak though. but yeah, tell the guy to get some drag radials and drive the snot out of it. dont be surprised when u see a low 11 timeslip
