I think you need another 90 posts or so, then click on private messages on the top right, then one of the options on the left will let you do so.

It changes automatically depending on the amount of posts you have, can;t remember exactly but it goes like Junior member -> Member -> Veteran etc.

But you can change it to whatever you want in the User CP.
