That could be the problem then and ASE certified doesn't mean squat.

Well, true. I am trying to get mine, but when I work on a car I leave no stone unturned. Pissed my old boss off, but fk him.

Check around water pump and thermostat housing for starters. Work your way down from there.

questions...... do the fans come on? Verify that. We now know that it has a good thermo in it. Is the radiator obstructed? I've found plastic bags blocking all the airflow over the radiator. Is there a blown headgasket? As far as the temp gauge, its an innacurate pos but if the car is boiling over it should indicate that the car is running that hot but the needle being in the red. Probably needs a new coolant temp sender is my guess. The sender doesnt work, not sending the signal to the relay for the cooling fans to come on. Therefore the car always thinks the engine is running cool, when its not. The car gets hot but those fans are never switching on.

    list of things to check

    1. cooling fan relay/relays ie high and low speed
    2. cracks in the intake manifold for shits and giggles. its plastic
    3. cooling sendin unit for temp gauge
    4. proper airflow across the rad
    5. bad fans themselves

You just try to be the best mechanic you can. All I'm saying is it doesn't take much to be ASE certified. I've had several mechanics tell me this. It's more hype than anything else.

ASE certificates are good for when you run out of toilet paper. Its just a way for people that dont know what they are doing having a piece of paper that will enable them to try and demand more money.

1 just repaced 6 months ago
    because fan was out
    2 and 3 i will tonight
    4 did that to
    5fan is new too

the dbag mechanic said the temp gauge didnt register because all the fluid was leaking out which only left steam to be registered and steam doesnt register

They probably didn't replace the Thermostat, that could easy cause that, that $2 part is often overlooked

I don't know a whole lot about Mustangs but to me, it sounds like an air pocket is either trapped somewhere, or the water pump is taking a shit on you, or both..Have you ever had the cooling system flushed out? Can you verify that the new fan is actually comming on?

Check all the hoses as well. You might have loose hose clamps. Have the hoses been replaced at all?
