looks like a wood boring bee to me.....harmless but can really screw up some wood. If you have a big male like that hovering around you there's probably a female somewhere close. Check the underside of deck railings and stuff like that. They'll bore a perfectly round hole to make their nests in.....you couldn't drill a hole any neater than they make. It'll be about 1/2" round.

when we building our house they got into some of our 2x4's we had stacked in the shed, couldn't figure out how they were getting inside till we cut a 2x4 and had like six of them in one bored out hole.

Lol, or you can get some of that wasp spray, which is my favorite. It's sort of a foam spray. Those things have crazy distance too. You can nail one of those suckers from about 20ft.
