No, I dont think that is right. The Z28 was to compete with the Mustang GT. The SS and WS6 would have been direct competition to the Cobra. An upgraded, limited production vehicle. Same basic price range too, or close.
So to put it into perspective GM wins in the budget catagory, but Ford may have a little on the upper range in a pony car.

Well everyone should know the pecking order of stock cars by now but who on these forums have stock cars? It would be great to talk about this all the time if we were all 50+ years old and want to only put 50 miles a year on our cars and are completely afraid of even nearing the speed limit.
The fact is most people have that urge, the need to go fast. When the smoke clears and the two sides stop bitching it all comes down to who has the most money. Nothing beats rectangular dollars!!!!!!!

Yep. people have run 9's with GN's on stock internals. But heck, it only ran 14.2 stock.

If that. One would argue that the extra weight offset the power. But, the WS6/SS package is a sweet one, plus it makes it more valuable as a collector's car.
Mine has no collector value. It has been gutted, highly modified, hardly anything stock, but man will she rip! Puts a smile on my face every time I put the hammer down.
The only value it has is all the busted knuckles and hard earned cash I have dropped in it. I am the only one who values this baby. And maybe the many rustangs who have eaten her dust! haha
