Well if its built it could, i have a friend with a v-tec prelude, with just exhasut, header, intake a v-tec timer a tune, and short shifter he ran a 13.9. His other times were low to mid 14s, but he did break into the 13s with just those few mods.

You must be off by a full second.
Prelude has the H22 with 195HP...the car weighs about 3100lbs. I don't see how you're going to go from mid 15's to 13.9 with I/H/E and a tune on a Honda. Thats a full second and a half, not to mention FWD traction gets worse with more power.
