Tire out of balance, brake caliper sticking, warped brake rotor, loose lugnuts, engine misfire, ect.... Could be a lot of things - need more input.

If only at a certain speed, I would guess it's something related to your wheels.

15 mph? imho..Hung caliper pin and a warped rotor due one pad riding the rotor and the pad not fully seating on the rotors surface. Samething happened to me a couple of years ago. I had a siezed caliper pin.. Pita to get apart too.. Does it shake under hard braking? When was the last time you lubricated the pins?

yeah it likes to drift to one side wile breaking. the next thing that i thot is im probably just not noticing it at high speeds but it always drifts to the left. and i would doubt that they have been lubed in a while the guy that had it last didnt take very good care of it.

Well drifting/pulling could also be an alignment issue, as well as a possible caliper hanging up.. Possibly even a tie rod, worst case maybe a ball joint.

    YES...

You don't wont a ball joint or tie rod end breaking on you if that is what the problem is....especially at any kind of speed.
