No he said he was running 11 seconds in his mustang and told me he was running 13 grand on parts for it. but once i beat him he didn't say anything about 11 in the 1/4. i'm guessing he was trying to scare me.

MY thoughts exactly. Did you bet him a small amount like $100.

That guy must be smoking crack. I saw an early 2000's model F250 with a full banks stage 3 turbo upgrade and tons of other shit done to it. The truck had about 700 HP and about 1300 LBS of torque. He was running high 11's at the track and the best time he mustered was an 11.8. With that said, a bone stock truck close to the same year runs 16-17 seconds.
