Have you seen of the smoked vinyl method? I haven't seen this in person, but I'm considering doing it. I'm not much of a fan for any of the aftermarket taillights or the covers.

Back in highschool my buddy had a 94' burgundy Z28 with black-out covers, I remember it looking pretty damn good. We were only 16 at the time though.....
I am thinking about smaoking my tail lights in the future and I will be going with the film. I think it looks great. The covers are lame. I bought some vinyl carbon fiber from them and did my cell phone and computer. Looks cool. (I was bored)
You could do VHT Nightshades. Do a search and you will find a lot of posts here about it.

That would be my main concern as well. I think on the tail lights it may hold up better then the headlights(cause the headlights are up front with air hitting them, rain and bugs hitting them too)
In the video it shows the guy installing it on the headlights of a motorcycle-so I dunno. Its not extremely pricey so I might do it and post results.
It says it lasts a minimum of 7 years.

Not sure about Maryland. But, Here is what I found out about Texas.
Law states that the light has to be visible and also they have to reflect red with a light shined on them.
Inspector says. Because they have been modified, they are no longer DOT approved (this might apply all over the US) they can not pass my inspection.
If there is anyone in Austin, TX that would be willing to let me borrow their tail lights for a day so I can get my inspection done. I would really appreciate it. Eventually I am going to buy some off ebay to throw on for inspections, but I don't have the funds right now.

They seem to let a lot of light through, even during the day, photo was taken at dusk with the parking lights on. At night they look like blackouts, but turn the lights on and they look just like stock brightness.
I went out yesterday and had to re-apply the passenger side as it started to bubble around the edges, still no problem with drivers side. It's been less than a week though.
If you're going for the complete blackout look even during the day, I bet the 20% would be perfect.
