Borrow HPTuner Tool in the San Francisco Bay Area

I am looking to borrow HPTuners tool, I live in the San Francisco Bay Area (Sunnyvale).

I need to run the crank position relearn (new PCM), tune out two of the o2 sensors, and adjust the spedometer. Probably borrow the tool for a weekend should be sufficient. Willing to buy a license if yours is not a model/year license. (my engine is from 2002 Camaro, in a '99 Miata)
