dyno or mail order but,
there's a couple vin locked software packages that are dux delux in that price range, but the learning curve could be steep if you are asking this question. if you have a good working idea how obd2 works or willing to spend the time and effort to learn efi,hp,or dst is for you.

this hptuners one is it capable of being used on 2 vehicles.. i have a 98 ta and a 99 z28

Yes I believe the basic package gives you 6 credits if memory serves me. You will use 2 credits per car I think, and it's good for an infinite number of tuning sessions, and trucks use 3? From there you can buy extra credits to tune more cars for $50 if I remember correctly.

base credits allows you to open up to 4 LS1 vehicles.

are there anythings you can or cannot tune on 1998 vehicles with HP tuners?
