I was told that the transmission oil is never to be completely changed out only to be recycled.???? Is that true or is it BS?

If by recycling you mean reclaiming, I don't know why you'd go through that ass-ache.
Change it, be done with it, and don't give it a second thought.

i think what you mean is completely change all th fluid in the trans. all 10-12 quarts at one time. when you drop the pan, you are only removing 5 quarts. the rest is tied up in the converter and valvebody and such. the only way to do this is with a transmission fluid recycling machine. most transmission shops have this machine. as the old fluid is pulled out via the transcooler line, it has new fluid going in the return line. it keeps cycling it through until all fluid has been replaced.
