Cam helps determine dynamic compression. How much compression gets 'bleeded' off because of the overlap.
Pistons and heads determine static compression. The cylinder compression without overlap.

If I Am Doing A Forged Bottom End Will The Compression Matter? I Am Going To Do A Sts Kit On Top Of It All, Would It Need To Be The Lower 8:5 Or Could I Get More Hp From Doing 10:1 Comp Ratio?

I think your caps lock button might be on.

The STS system can't high really high boost numbers. 9:1-9.5:1 would be ideal I would think.
Probably get better answers in the forced induction section.
