Well there's not really any "free" mods going to yeild much in the way of power. BUT, there are plenty of after market options. Anything from cams, headers, heads, exhaust, turbo's, Supercharger's, and so on..
My plan in the near future now is a blow for my 3800II.. I'm currently in the middle of a TT build on one of my other cars. After that I'm gonna get blown.
I resently built a custom cat back for my 01 3800II Camaro.. Prolly gained maybe 5-10 hp and sounds good to me..
Here's a video of my exhaust less than 12 hours after complettion..

That was cool. I honestly like v8s' though. But I'm a v6er @ heart.. Always was.. I've built plenty of v8's kinda got tired of the same old shtuff.. So I moved to the v6 powered cars to see where I could take them.. Many of v8 power cars have fallen prey to the TDC I had tuned before my TT project. Yeah it was'nt the fastest, but a 7000+ rpm 24v sounds oh so nice..

definitely, I'm not down on v6's but i'm 20 so you can see my concern is going fast for cheap.
with college and everything, a v8 is my best bang for my buck.
I would love to do a turbo build on a 4th gen 3.8 car someday

yea unfortunately there really arent any free mods that will do much for these cars. There are some what cheap mods that can be had though like a lid, and maybe pick up some used stuff like 1 piece drive shaft (less weight and helps get torque to the wheels better). Other than that, if he wants to keep it quiet, his best bet is a shift kit, some gears out back and a tune.

Though I don't recommend K&N filters. BUT, they make a pretty desent set up for the Camaros' that don't come with a lid. It's a large plastic tube that moves the air cleaner out of the engine bay.. But I would recommend a different cone filter than a K&N.. As far as just a lid, I'm not sure he could us a type like mine has. Because 2000ish and up 3800II are drive by wire..
No cables for anything and also the lids outlet is more to the drivers side rather than strait like LS1 powered cars..
