the best thing is to make sure you spend a lot of seat time and then think about putting the $ on the car... inve$t plenty on the driver...
If that's been taken care of, depends on the setup you have... and the $ available.
Koni's are great and adjustable, but it's a two-edged sword... it's also an area for screwing up a good suspension setup.
a Bilstein revalved to the setup you have would be ideal... but then the advantage of the Koni would be that when/if you change spring rates, you don't need to revalve the shocks and just change its settings... but there is a cost in performance and $ to it.
A nicely revalved set that matches the suspension setup is the best.
Still vote for Koni, because @ the track, there is also a little personal driving style that comes into play in the tweeking... some drivers prefer the car on a slightly different damping setting, suiting their style better... so it's tough to judge a perfectly matched shock if you're @ that level and haven't revalved shocks with all the needed specs you want.

    almost stock triple-black 2000 SS convertible with 17x11s on all 4 w/ 315s at the track or on the street with 18x10.5s on all 4 w/ 315s: (1), (2)

The votgland springs are not the same as Sam's. The spring rates are different and imo the fronts are too soft and the rears are to much.

Sam's rates are an ideal compromise between street/strip/road race imo.
