Checked my front shocks after some miles

So I check my shocks after some miles on them and one of the bolts just spins never gets super tight where you can't turn it with a ratchet. You can't turn it by hand. It's the front passenger side. Is that normal? I don't think so since I don't remember it doing that before. I am thinking it is stripped. It makes a rubbery sound when turning and I can feel the bolt all the way through the threads.

I found my front passenger shock like this today:

The bolt seems to have popped the threads out of the mount. Am I screwed and need to replace the mount or is it possible to fix it?

    Also these threads:

Seem to just move the metal piece that the bolt screws into but I can't figure out why. My other shock doesn't do it. Any suggestions would be helpful.
