4L60e shift problem

Just rebuilt it ,the only thing i did not replace on it is the check balls and valve body plate. the problem i am having is it shifts into 2nd only if u let off gas or hardly give it any. then i get no 3rd gear or 4th.replaced TPS replaces all solenoids,also i have a cut wire in the wireing hardness in the valve body for 3-2 down shift sensor.I don't know if that could be the problem. Very annoyed with this have taken tranny down twice, i know its my first time ever doing this,really thinking about blowing this truck up

if im not mistaken it did this before rebuild if u push pedal to floor it feels like its in neutral.
