what is the hp gain on from a header install?
About to install Texas speed heads on my 99 trans, what is the hp gain from a header install with a mail order tune? I need to hear from someone that have proof of a true hp gain.not what the claim is, if I am going to spend $1000 bucks I need to know it will be worth it.

About 20-25 gains with LS6 intake, P&P TB and 241 stock heads.
P&P the heads and you'll squeeze out another 5-10 (241 heads)
It all depends on the tune as well.

What Scott said. Like anything else, the gains will be greatest when combined with other changes - such as a tune, a catback, and an intake.

OP It is well worth doing Headers, ORY, and a good muffler.
I like the rumble of Magnaflow, others like Flowmasters (IMHO too raspy), I also like SLP's LM1 as well (but these will make you friends with your neighbors and LEO's quickly )

One of my car club buddies got pulled over for the exhaust, then got another ticket for tint. Beat the exhaust ticket because he took pics of the muffler on the car but still was stuck with the tint ticket.

On the original question, I didn't find much gain with just long tube headers installed on any of my stock LS1's. To help explain, this was a bone stock car, that already had my custom tune in it. After making dozens of 1/4 mile passes with stock manifolds, I installed long tubes with an off-road-Y, made very slight adjustments to the tune I already had and made a dozen more passes. Considering the slight weather differences I found the car consistently picked up about .1 tenth in ET and roughly 1 mph overall. The dragstrip dyno says that's about a 10HP improvement.
That doesn't mean headers aren't worth it, they most certainly are. They really shine when other mods come into play like camshafts and cylinder heads. On an otherwise bone stock LS engine however, not as impressive from my experiences.

To get a better answer, one must look at the total area under the curve* gain rather than just peak HP gain. Also, one must compare torque, which might even be a better measurement parameter to consider.
With your reference to cost in consideration of whether or not it is worth it, you are certainly looking at the most important analysis to consider -- cost vs. benefit. Could you get more gain by spending your $1,000 on something else?
