There are many different brands cutout actuators... ALL electronic devices will draw power if not in use, some more than others. I wouldnt say he was wrong, just maybe wrong about your brand/install.

Mine is a single QTP cutout and it was wired to the cigarette lighter and it was definately killing my battery after a couple days without driving.

ok another thing to take into consideration is the size of the wire your are drawing from, most other wires, like the cig lighter, and small lights, use high guaged wires, designed to be sufficient for that specific purpose.... all you guys gotta do is pop off your lil fuse cover on the drivers side between the door and the dash, and look at the diagram on the back of the cover showing what each one is.... there is one lil block that will be labeled ACC, and with a single spade end, you shove it in there and whalla, soon as the key is on, that wire will be live, shut the key off, there will be now juice to that wire.... from there also you can run a large wire to a small block and have multiple switched accesories if you need them,

if you guys really want i can take a picture, but i think i got it covered....

ok so here is the diagram incase somone has lost it, and i was wrong on the name of it, you wanna use the one labeled "IGN" but i believe the "ACCY" would work to but it may be live 24/7 if i am not mistaken...... so use IGN...

Heres the wires that i have to mine, very simple, just tucked it through from behind and across, I have two spades in my port, one for the pos. of hardwiring my radar detector, and the second is the big red wire which is the pos. feed to the cutouts....

And here is what it accomplishes.....
