Easy to do
Tb on or off still easy to do.

did mine with it still on - just get some rubber covers at any parts store to cover the old outlet and inlet to the TB. didn't feel any SOTP difference but it was only a few bucks total for the materials.

the purpose of the coolant lines is mainly an emmisions device it is there so that on a cold day the hot coolant will warm the TB and in turn warm the airstream as it enters the intake...the purpose of this is to help fuel atomization on a cold day...some people say its also to help the throttle blade from sticking...but i guess their winters are a lot colder than ours..remember if fuel does not atomize properly it puddles...a pool of fuel does not burn well, what you want is a nice fine mist
